Council modifies bidding rules for lots

The Olney City Council wrangled with new rules at its Nov. 14 meeting to prevent out-of-state developers from purchasing foreclosed lots from the Texas Communities Group web site and sitting on them while encouraging hometown buyers to build homes on them. The Council has had repeatedly to turn down bids on the TCG website when buyers failed to disclose what they plan to do with the lots and when. “If the purpose of the exercise is to get people to build houses in town, Olney citizens should have first right,” Mayor Pro Tem Tom Parker said, noting that the City of Wichita Falls does not accept bids from outside Texas for its foreclosed inventory. City Administrator Arpegea Pagsuberon suggested a “scoring sheet” that awards points for bidders who are local and plan to build within a short time frame “to justify the decision” to select them over bidders who may offer more money but plan ot resell the lots. The Council approved the new plan by a vote of 6-0.

Council Oks baseball field water plan

The Olney City Council approved a plan to allow the school district to use reverse-osmosis water discharged by Tower Extrusions to irrigate the new baseball field complex. The Council discussed the plan at its Nov. 14 meeting and determined that the 5,000 to 10,000 gallons of water diverted to the ball fields would not affect the city wastewater system. Tower will have to obtain a wastewater discharge permit and have state inspectors pass the system, Interim Public Works Director Michael Jacoba told the Council.

Meet Judge-elect Win Graham

County Judge-elect Win Graham says he will spend the two months leading up to his Jan. 1 swearing-in learning about his new job and building relationships with his new colleagues in county government. The Young County judge presides over the commissioners court meetings as well as in probate, mental health, and juvenile courts, and is in charge of the county’s emergency response teams. Mr. Graham, whose great-grandfather helped found the City of Graham by selling lots at the 1884 World’s Fair in New Orleans, is an accountant and runs his family’s oil and gas business from offices in Graham. He has served on several governing boards, including the Graham school board, the Young Central Appraisal District, the Graham Industrial Association, and the Graham Hospital Foundation, among others. He attended the University of Texas at Austin, has two sons and a daughter, and has been married to his wife Suzy for 25 years. He was endorsed for his new post by Texas Sen. Drew Springer.
