
State Utilities Assn Lauds Olney’s Jacoba
Olney Public Works Director Michael Jacoba was recognized publicly by the City Council on June 23 after receiving one of the state’s highest honors for municipal utility professionals.
Mayor Rue Rogers presented Mr. Jacoba with a plaque from the Texas Water Utilities Association recognizing him with its Outstanding Professional Award, praising his leadership of the city’s water, wastewater, and utility operations.
“The plaque came in the mail, and I told Michael I was going to present this during the meeting because it was worth him getting the recognition publicly,” Mayor Rogers said. “You’re a fantastic leader, and you continue to do well, and we are very thankful for you and proud of you. This is well deserved and well earned.”
Mayor Rogers noted that while Mr. Jacoba is quick to credit his employees, the award reflects the leadership he provides every day, overseeing one of the city’s most essential - and sometime problematic - departments.
“I know he’s got a great team, and he’ll defer to his team, and they do a fantastic job,” Mayor Rogers said. “But you’re a fantastic leader.”
In keeping with his reputation for sharing credit, Mr. Jacoba immediately thanked the employees who work alongside him.
“I couldn’t have this without my guys,” he said. “They deserve all the credit.”
The Texas Water Utilities Association represents water and wastewater professionals across the state and recognizes individuals who demonstrate excellence in operating and managing public utility systems.
During his tenure as public works director, Mr. Jacoba has overseen infrastructure improvements while guiding the city’s aging utilities through several high-profile water system challenges. He has played a central role in planning and testing for Olney’s new water treatment plant. He has also led responses to water main breaks, which average nine per month, as well as emergency boil water notices, and ongoing maintenance of the city’s water distribution and wastewater systems.
Mayor Rogers said the award reflects not only Mr. Jacoba’s technical expertise but also his commitment to serving the residents of Olney.
“On behalf of the Texas Water Utilities Association,” Mayor Rogers said, “this is the Council saying thank you.”
