Olney ISD School Board Update
President Jake Bailey called the regular meeting of the Olney Independent School District’s Board of Trustees to order Monday, February 28, 2022 at 6:00 p.m. Members present: Jake Bailey, Len Bernhardt, Jeff Harvey, Kyle Hinson, Kenley Lane, Jodee Wales. Administrators present: Dr. Greg Roach-Superintendent, Amanda Barrientes-Junior High School Principal, Gunter Rodriguez-Elementary School Principal, Elaine Reno-Director of Accountability and Compliance, Jody Guy-Athletic Director, Rodney Bennett-Band Director, Jennie Walker-Human Resources Director and Homer Molina, Maint and Transportation Director. Visitors present: Kaci, Bill, and Kaden McClendon, Jeanmarie Baer-Perdue and Brandon, Fielder, Collins, & Mott, LLP.
The Board reviewed the minutes from the January 24, 2022 regular meeting. Motion to approve the January 24, 2022 Board minutes as presented. Motion carried: 6-0.
Public Comments: Kaci McClendon spoke about David’s Law and the Anonymous Alerts link not working and spoke about her son being bullied at school. The Board and Superintendent Roach stated the district will review training on bullying, will check on the reporting link, and review district policy and handbooks.
The Board was notified of the $408,999.00 in ESSER 3 funding to be received in 2022-2023. The Board reviewed the following: January 2022 Schedule of Bank & Investments Report, January 2022 Cash Receipts and Deposits Report, January 2022 Check Register Report, January 2022 Budget Summary Report and January 2022 Utilities Summary Report. Motion to approve all the financial and utilities reports as presented. Motion carried: 6-0.
Items for information & discussion: Dr. Roach reviewed the district’s enrollment as of January 31, 2022. High school reported 203, up two from last month. Junior High reported 165, up four from last month, and elementary school reported 340, up six from last month. This is a total of 708 which is up twelve from last month. The average daily attendance for January was 585.81. The year-to-date Average Daily Attendance was 617.626. The district’s budget was established on an ADA of 624.
Dr. Roach and the board reviewed athletic facilities planning and financing options. The general plan is ready and work is being done on an informational bond brochure and one-page flyer. Mrs. Baer discussed the tax roll process of collecting taxes and steps to judgments for failure to pay and provided a report that covered the prior eleven months. Mrs. Baer stated the Young County Appraisal District’s assignment of local values met the State of Texas’ +/-5% tolerance. Dr. Roach presented an email response from Cameron Gulley, Certified Public Accountant, regarding the district’s 2019-20 audit and subsequent FIRST rating.
Dr. Roach reviewed the Olney ISD and Angelo State University (ASU) Memorandum of Understanding for an on and off-site Dual Credit Enrollment Program. ASU is part of the Texas Tech University System thus earned credits will readily transfer to most degree options at a majority of Texas universities. The district is reviewing options with Texas State Technical College (TSTC) for vocational course dual credit and certificate programs.
Dr. Roach provided details of the KFDX Tower Camera to be mounted on the football field press box. Dr. Roach reviewed the Buy Board Report for September 2020 to August 2021. Items for action: The Board reviewed
Items for action: The Board reviewed the additions/revisions/deletions of (LOCAL) policies resulting from the Policy Review Sessions conducted in December 2021 with drafts prepared by TASB Policy. Motion to approve the (LOCAL) policy recommendations as presented. Motion carried: 6-0.

The Board reviewed the 2022-2023 proposed calendar. Motion to approve the 2022-2023 calendar as presented. Motion carried: 6-0.
The Board reviewed the quote from Texas Fire & Cabling Services, LLC to replace the Elementary campus fire alarm system for $67,350.00. Motion to approve the quote from Texas Fire 7 Cabling Services, LLC to replace the Elementary campus fire alarm system for $67,350.00 as presented. Motion carried: 6-0.
The Board reviewed information from Cameron L. Gulley, Certified Public Accountant, for auditing services for the 2021-22, 2022-23, 2023-24 fiscal years for Olney ISD and Big 4 SSA. Motion to approve the Engagement Letter from Cameron L. Gulley, Certified Public Accountant, for auditing services for the 2021-22, 2022-23, 2023-24 fiscal years for Olney ISD and Big 4 SSA as presented.
