School Board Updates

Monday, Oct. 28, the Olney ISD School Board assembled for a regular meeting.

All members were present, which included Jake Bailey, Dirk Barrington, Len Bernhardt, Jeff Harvey, Kyle Hinson, Kenley Lane, Theresa McClatchy.

Administration present included: Dr. Greg Roach-Superintendent, Elaine Reno-Director of Accountability and Compliance, Tim H. Orsak-Chief Financial Officer, Matt Caffey-High School Principal, Amanda Barrentes-Junior High Principal, Gunter Rodriquez-Elementary Principal.

VISITORS PRESENT:

Jean Marie Baer, Susan Elliott-Perdue, Brandon, Fielder, Collins, & Mott LLP.

ORDER OF BUSINESS:

President Jake Bailey called the regular meeting of the Olney Independent School District’s Board of Trustees to order at 5:36 p.m.

Trustee Barrington provided an opening prayer.

The Board reviewed the minutes from the October 14, 2019 planning meeting. Motion By: Jeff Harvey, Seconded By: Len Bernhardt, Motion to approve the October 14, 2019 Board minutes as presented. Motion Carried: 7-0

Moved F.) Items for Information/Discussion, 1. Perdue, Brandon, Fielder, Collins, & Mott delinquent tax and property value audit report to the next item of business.

Mrs. Baer presented multiple reports regarding the District’s tax collection and property owners.

The Board recessed at 5:54 p.m. to start Level II Team Building 2019-2020. The Board reconvened at 8:19 p.m.

No budget amendments for the current fiscal budget.

The Board reviewed the September 2019 Bank & Investments Report. The Board reviewed the financial summary report. Motion By: Len Bernhard Seconded, by: Dirk Barrington the financial reports as presented. Motion Carried: 7-0

ITEMS for INFORMATION:

Dr. Roach presented the Perdue, Brandon, Fielder, Collins & Mott delinquent tax and property value audit report and contract.

Dr. Roach presented the September 30th school enrollment data. Elementary school reported 321 students-up three from August 30th; junior high school reported 175 students-up three from August 30th; and high school reported 166-up one from August 30th; for a total of 662 students-up seven from start of school.

Mr. Orsak presented the budget amendments from August 2019 denoting all the required amendments in preparation for the fiscal audit.

ITEMS for ACTION:

Dr. Roach reviewed the District Improvement Plan. Motion By: Dirk Barrington, Seconded By: Kenley Lane Motion to Approve the District Improvement Plan with recommended changes. Motion Carried: 7-0

Dr. Roach reviewed the Campus Improvement Plans. Each principal provided additional information. Motion By: Jeff Harvey Seconded By: Len Bernhardt, Motion to Approve the Campus Improvement Plans with recommended changes. Motion Carried: 7-0

The Board discussed Local Policy Update regarding Board meeting dates. Motion By: Jeff Harvey, Seconded By: Len Bernhardt, Motion to amend local policy to set the regular monthly Board meeting on the fourth Monday of each month to start at 6:00 p.m. as discussed. Motion Carried: 7-0

Motion to set the December Board meeting date as December 9th to start at 6:00 p.m. as discussed. Motion By: Kyle Hinson, Seconded By: Jeff Harvey, Motion Carried: 7-0

Dr. Roach presented the Resolution for approval of Olney Interbank Workers’ Compensation account signature card to remove Barry Jones and add William Scott Costanza, Daniel Phillip Campbell, and Tiffany Lynn Partain.

Dr. Roach reviewed the Young County Appraisal District Board of Directors nomination. A motion was made to nominate Jake Bailey as Olney ISD representative to the Young County Appraisal District Board of Directors. Motion was seconded. Motion passed. Motion By: Len Bernhardt, Seconded By: Dirk Barrington, Motion to cast 609 votes for Jake Bailey’s position to the Young County Appraisal District Board of Directors. Motion Carried: 7-0

The Board discussed nominations to the Throckmorton County Appraisal District Board of Directors. Motion By: Len Bernhardt, Seconded By: Jeff Harvey, Motion to case 15.43 votes for Bobby Matthews for the Throckmorton County Appraisal District Board of Directors. Motion Carried: 7-0

Dr. Roach presented the probationary contract for Carol Wainscott. Motion By: Len Bernhardt, Seconded By: Kyle Hinson. Motion to approve a probationary contract for the 2019-2020 school year, subject to assignment, for Carol Wainscott as recommended by Amanda Barrentes and Dr. Roach. Motion Carried: 7-0

The Board reviewed the tax resale deed sales for six properties. Motion By: Len Bernhardt, Seconded By: Kyle Hinson

Motion to approve the tax resale deed for 905 S. Avenue C, 203 E. York, 205 E. Cherry, 207 E. Cherry, 1011 W. Elm, and 602 S. Avenue B, each for a bid of $1,001.00 from John Cumpton as presented. Motion Carried: 7-0

Motion to Adjourn Meeting at 9:29 p.m. Motion By: Jeff Harvey, Seconded By: Len Bernhardt. Motion Carried: 7-0
