Olney man receives 15 child pornography charges

An Olney man is currently in custody after allegedly using multiple library computers across Young County to upload child pornography online.

Monte Carrol Wainscott, 70, of Olney, remains in custody on a $225,000 bond after the execution of multiple search warrants resulted in 15 charges of possession/promotion of child pornography.

According to reports compiled by Texas Department of Public Safety Ranger Michael Straub, an investigation into Wainscott’s alleged activities began nearly seven years ago, involving the Texas Rangers, the National Center for Missing and Exploited Children and the Dallas Police Department. Gregory Dugger, a detective with the DPD who had been investigating Wainscott since 2010, seemed to make a turning point in the case after linking an Internet Protocol Address with a Dropbox account he believed was used to store child pornography.

“Documents show the suspect used his library card to checkout a computer at the Internet Protocol Address,” Straub stated in his affidavit. “... I compared the dates the suspect used the computer at the library with the dates child pornography was uploaded. In comparing those dates and times, 

found the suspect was using a library computer on dates and times when it was reported child pornography was uploaded.”

The affidavit further states the Dropbox account allegedly owned by Wainscott had more than 700 entries since 2014 with 300 entries listed in an “add” category. When law enforcement officials obtained a search warrant for the account in August, investigators found 27 images containing images of individuals under 18 years old, including two videos featuring individuals law enforcement officials estimated were between the ages of 9 and 12 years old.

Robert Jester, a special agent with the department of public safety, stated in the affidavit an IP address linked to the Library of Graham was also linked to uploads of child pornography allegedly made by Wainscott in December of 2013. As of Wednesday, Wainscott remains in custody at the Young County Jail on $15,000 bond per charge with a total bond of $225,000. 

The charge for a third-degree felony carries with it a sentence of between two and 10 years.
