County officials file conflict disclosures

The county’s two new officeholders and returning commissioner filed conflicts disclosure statements in preparation for starting their new terms on the Commissioners Court. Precinct 4 Commissioner Jimmy Wiley, who won a fifth four-year term in November, disclosed that his wife, Donnett Wiley, owns half of Roy’s Recycling LLC in Olney. Donnette Wiley also owns and operates Don’s Butane Service Inc, which does business as Olney Fuel and Supply. Both businesses operate south of town on State Highway 114.

Incoming County Judge Win Graham, whose legal name is Edwin Smith Graham IV, disclosed that he serves on the board of directors of Virginia’s House. He served as treasurer and on the executive committee previously. Mr. Graham described receiving “various meals and snacks at board meetings and trainings” as gifts from the nonprofit agency, which assists abused and neglected children.

Mr. Graham also owns 1,884 shares of First Graham Bancorp, which represent less than .005 percent of the shares outstanding, he said in the disclosure. He has never served on the board of the bank, which does business as Ciera Bank in Graham, but he receives dividends and distributions periodically throughout the year, he said.

Incoming Precinct 2 Commissioner Scott Shook disclosed that he is the co-owner of Shook’s Wrecker Service in Graham, and is the owner of Shook’s Paint and Body Shop in Graham.
