Council OKs Amendments to FY 2025 Budget

The Olney City Council on Oct. 13 approved amendments to the FY 2024–25 appropriations budget, reallocating $72,134.13 from last year’s $100,000 contingency fund to cover specific line-item costs recorded before the fiscal year ended Sept. 30.

Mayor Rue Rogers said the city set aside the contingency “just for certain things that came up,” and moving all adjustments from one source “makes it a little bit easier” to close the books. The transfers include:

• Building & Grounds Maintenance: $14,938.46

• Office Equipment: $19,113.64

• Police Equipment & Supplies: $5,781.00

• CopSync and Axon software: $20,301.03

• Engineering Services: $12,000.00 (related in part to water treatment plant work with engineering firm Jacob|Martin) After the transfers, the contingency fund balance is $27,865.87.

City Secretary Tammy Hourigan said the office equipment transfer covered emergency IT work and three replacement computers—one each for the front office staff, her office, and the police department.

Ms. Hourigan said the city confirmed with Texas Municipal League that amending the concluded fiscal year is permitted, a practice many cities use for late-arriving invoices.

She also noted new state posting rules that took effect Sept. 1 require the adopted budget to be publicly available at City Hall.

New rules also require meeting notices to be posted three working days ahead of time, meaning that regular City Council meeting notices must now be posted on Tuesdays at 6 p.m. rather than the Council’s customary practice of posting on Friday evenings.
