Senate District 30 Capitol Update

Fellow Texans,

The third special session of the legislature wrapped up last week and although the focus was on redistricting, great things were accomplished that serve as a testament to our steadfast commitment to our conservative values and doing what is right – even in the toughest of times.

○ Reapportioning elections districts

○ Real Property tax relief in the form of a perpetual homestead exemption

- Increases the homestead exemption from $25,000 to $40,000

- Every homeowner will save $175 a year.

○ Protecting the integrity of UIL sports

○ Appropriating $13.3 billion in Federal American Rescue Plan funds

○ Capital improvements for higher education

○ Tuition exemption for children of fallen first responders

SB1 and SJR2 create real property tax reform by providing perpetual savings by increasing the homestead exemption from $25,000 to $40,000 for every homeowner, in perpetuity (In 2015, the legislature increased the homestead exemption from $15,000 to $25,000 for the first time in decades). The increase in the homestead exemption will save every homeowner $175 per year over the lifetime of their home, which will total in the thousands in tax savings.

After every decennial census, the Constitution obligates the legislature to reapportion legislative districts to ensure that each district is balanced in representation. You can click on the bill numbers below to view the new maps.

HB1: Modifies the compensation of districts for the Texas House of Representatives

SB4: Modifies the compensation of districts for the Texas Senate

SB6: Modifies the compensation of districts for Texas members of the United States House of Representatives.

SB7: Modifies the districts for the State

Board of Education.

HB 133 (Known as Caleb Rule’s Law): expands the eligibility for higher education benefits to surviving children of certain public servants killed in the line of duty.

SB 52 provides capital improvements forTexas Higher Education

SB 3 & HB 25 protects the integrity of UIL sports by ensuring that our schools can not force girls to compete against boys unfairly in school athletics.

SB 8 appropriates $13.3 billion in funding received by Texas from the American Rescue Plan Act of 2021.

The appropriations include:

• $7.2 billion to restore our unemployment insurance which was depleted during 2020

• $3 billion will be held for future tax relief

• $2 billion for COVID-19-related staff surging and purchasing therapeutic drugs

• $600 for new hospitals and mental health services across Texas

• $500 million for rural broadband infrastructure

• $300 million for a new state operations emergency center

• $200 million for cybersecurity projects

• $349 million for COVID-19 public safety salary compensation

• $286 million for the Teacher Retirement System of Texas (TRS) so that our retired teachers do not see an increase in their health insurance premiums

• $325 million to fund over $3 billion in higher education, health, science and other projects

• $180 million to repair the damage to the tourism, travel and hospitality industry

• $160 million for the sexual assault fund and crime victims’ compensation • $95 million for Texas food banks

• $95 million for Texas food banks

• $75 million for rural hospitals$35 million for our veterans homes
