Frank was the son of the late Vern and Myrtle Scobee, born March 5, 1933, in New Castle, Texas. Frank attended True Community School in New Castle. Frank married his one true love, Patsy Bearrow, on July 28, 1951, a union lasting 53 years until her death in 2004. Frank and Patsy raised their three children, Gary, Patti, and Frankie, in their loving home in Burkburnett, Texas.

Frank’s retail career spanned over 50 years, working with both Western Auto and Shamburger Lumber Company. Frank was a quiet, kind soul with a servant heart that always put others first. His greatest joy came from his love for his family and all things sports. He proudly wore orange and black to support Bulldog Athletics and could watch
