AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF OLNEY, TEXAS ORDERING AN ELECTION TO BE HELD ON SATURDAY, MAY 10, 2014 FOR THE PURPOSE OF ELECTING ONE MAYOR AND TWO (2) COUNCIL PERSONS; ESTABLISHING THE DATES AND PLACE FOR EARLY VOTING; ESTABLISHING APPLICATIONS FOR BALLOTS BY MAIL; ESTABLISHING A DEADLINE FOR RECEIVING BALLOTS BY MAIL; ESTABLISHING AN EFFECTIVE DATE.
    WHEREAS, the laws of the State of Texas and the Charter of the City of Olney, Texas establish the requirement for the ordering and conducting a  municipal elections; and,
    WHEREAS, in accordance with the City Charter, on May 10, 2014 the registered voters of Olney may elect one (1) Mayor and two (2) Council Persons; and,
    WHEREAS, provisions for early voting and applications for ballots by mail are established in the formal Order of Election; and
    WHEREAS, the City Council enacts the Order of Election and establishes an effective date for this order.
    NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OLNEY, TEXAS:
    SECTION 1: The City Council hereby orders to be held on Saturday, May 10, 2014 an election for the purpose of electing one (1) Mayor and two (2) Council Persons to serve a two year term of office beginning after the proper canvassing of the vote, acceptance of canvass and the swearing into office those individuals elected by the register voters of the City of Olney to serve as City Council Persons.
    SECTION 2: The official polling place for the Municipal election on May 10, 2014 shall be the Senior Cub Center located at 302 South Avenue B, and the polls shall be opened from 7:00 a.m. to 7:00 p.m. on that day.
    SECTION 3: Early voting by personal appearance will be conducted each weekday at 201 East Main Street, Olney, Texas between the hours of 8:00 A.M. and 5:00 P.M. beginning on April 28, 2014 and ending on May 6, 2014. To meet early voting requirements, the Council selects Monday, April 28, 2014 and Wednesday, April 30, 2014 as twelve (12) hour voting days and polls will be open between the hours of 7:00 A.M. and 7:00 P.M.
    SECTION 4: Applications for ballots by mail shall be mailed to Lauren Sullivan, 516 Fourth Street, B-1, Graham, TX 76450. May 1, 2014 is last day to receive application by mail to be voted by mail, by 12:00 noon or close of business, whichever is later.
    This ordinance becomes effective immediately upon passage by a majority vote of Council members present at the time of consideration.
