Councilwoman Wanda Stroud resigned from her post on the Olney City Council effective Tuesday, Oct. 1, and the remaining council members gathered for a special meeting Monday, Oct. 7, to appoint someone to fill the position. Though two individuals had agreed to fill the post until the May 2014 city election date, the council eventually unanimously selected Chris Garcia to take the job.
Mayor Brenda Stennett suggested that former council member Kathy Woodall step into the position until May, and said she had agreed to serve.
"I have visited with Kathy Woodall, since she's familiar and has experience on the council," Stennett said. "After some deliberation, she said she'd be willing to help us out."
While Woodall was willing to fill Stroud's shoes until her regular election cycle comes up in May, Stennett said it was not likely she would elect to run again at that time.
Marshall Leemann said he had spoken to Garcia, a Lubbock native who is married to Heather (Givhan) Garcia, daughter of longtime Olney ISD educator Charlotte Givhan. They have two children. Garcia, a 2006 Texas Tech graduate, served in the U.S. Army for four years, and currently works full-time for Fastenal of Graham. Leemann said he has a background in retail management and sales.
"He wants to do this," Leemann said, noting that Garcia was going to run for election previously but had narrowly missed the local residency length of time requirement. "I can vouch for him.
